बैंस ने प्रदेश सरकार से किया सुरक्षा प्रदान करने का आग्रह

शिमला/शैल। क्या युद्ध चन्द बैंस को हिमाचल सरकार सुरक्षा उपलब्ध करवायेगी? क्या युद्ध चन्द बैंस की शिकायत में नामितों को विजिलैन्स की एस.आई.टी. जांच के लिये बुलायेगी? यह प्रश्न बैंस द्वारा 19 मई को डी.जी.पी. के नाम भेजी शिकायत एवं आग्रह के बाद चर्चा में आ गये हैं। बैंस ने इस पत्र की प्रत्तियां प्रदेश के राज्यपाल, मुख्य सचिव और गृह सचिव तथा एस.पी. विजिलैन्स को भी भेजी है। बैंस ने इस पत्र में खुलासा किया है कि उसने सितम्बर 2024 में व्यास नदी के किनारे हो रहे अवैध खनन और कांगड़ा केन्द्रीय सहकारी बैंक धर्मशाला में हो रहे भ्रष्टाचार को लेकर नई दिल्ली स्थित ई.डी. कार्यालय में एक शिकायत दर्ज करवाई थी। इस शिकायत पर हुई प्रारंभिक जांच के बाद अवैध खनन प्रकरण में ज्ञानचन्द और संजय धीमान ई.डी की हिरासत में चल रहे हैं। बैंस की ई.डी. में इस शिकायत के बाद प्रदेश विजिलैन्स ने उसके खिलाफ 8 जनवरी 2025 को ऊना में उसके ऋण प्रकरण पर एक आपराधिक मामला दर्ज कर लिया। यह आपराधिक मामला दर्ज होने के बाद बैंस ने प्रदेश उच्च न्यायालय से अग्रिम जमानत की गुहार लगा दी। इस पर उच्च न्यायालय ने बैंस को जांच में शामिल होने की शर्त पर अस्थायी जमानत दे दी। जमानत की शर्तों की अनुपालना में बैंस नियमित रूप से जांच में शामिल होता रहा। विजिलैन्स की हर जांच के बाद उसकी स्टेटस रिपोर्ट भी उच्च न्यायालय को सौंपी जाती रही। इसी जांच के दौरान बैंस ने कांगड़ा सहकारी बैंक को लेकर एक विधिवत शिकायत विजिलैन्स में दायर कर दी। उच्च न्यायालय ने विजिलैन्स द्वारा समय-समय पर सौंपी गयी स्टेटस रिपोर्टों के आधार पर बैंस को नियमित जमानत दे दी।
बैंस विजिलैन्स द्वारा बुलाये जाने पर हर बार जांच में शामिल होता रहा है। लेकिन बैंस के मुताबिक विजिलैन्स ने उसकी शिकायत में नामितों से एक बार भी पूछताछ नहीं की है। जबकि उसने बैंक अधिकारियों और अन्य के खिलाफ गंभीर आरोप लगाये हैं। यह सामान्य समझ की बात है कि एक अपराधी को भी दूसरे के खिलाफ शिकायत दर्ज करवाने का पूरा अधिकार है। उसकी शिकायत को बिना जांच के खत्म नहीं किया जा सकता। बैंस ने जिन लोगों के खिलाफ शिकायत दर्ज करवा रखी है वह सरकार में बड़े नाम हैं और बैंस का दावा है कि उसके पास इन लोगों के खिलाफ पर्याप्त दस्तावेजी प्रमाण है। बैंस के इस दावे और एस.आई.टी. द्वारा अब तक की गयी एक पक्षीय जांच और एस.आई.टी की कार्य प्रणाली पर इस पत्र में उठाये गये सवाल अपने में महत्वपूर्ण हो जाते हैं। यह स्पष्ट है की बैंस के खिलाफ चल रही जांच में तब तक अदालत में चालान नहीं सौंपा जा सकता जब तक एस.आई.टी. बैंस की शिकायत पर भी उसी प्रक्रिया में जांच नहीं कर लेती है। ऐसे में बैंस ने जो प्रदेश सरकार से सुरक्षा मांग रखी है उस आग्रह को ठुकराना इन परिस्थितियों में आसान नहीं होगा।

Sir,

I Yudh Chand Bains ,a resident of District Mandi had made a complaint against the Illegal mining within beas basin and Corruption within Kangra Central Cooperative Bank, Dharmshala in September 2024 with Enforcement Directorate Office ,New Delhi. The Complaint involved Chief Minister Sukhwinder Singh Sukhu ,his close associate Gyan Chand (already arrested), Sanjay Dhiman (already arrested), Political adviser to CM Sunil Bittu,Principal Secreatry to CM Vivek Bhatia,Doon MLA Ram Kumar Chaudhary, Secretary Cooperative C Paulrasu ,Kangra Central Cooperative Bank Chairman Kuldeep Pathania, Vicky Handa( Jeweller Close to Kuldeep Pathania and Sunil Bittu ).

Since the submission of my Complaint with the ED Office ,I have been pressurized through different channels, with both lucrative offers as well as threat,, to withdraw my complaint. When every attempt to coerce me into withdrawing my complaint failed ,a fabricated and politically motivated FIR was filed against me on 8.01.2025 at SV & ACB,Police Station Una.

Using this FIR as a revenge tool, I have been summoned regularly for attending Inquiry at Vigilance Headquarters ,Shimla. Since January,2025 i have been constantly harassed on the pretext of Inquiry and it has been more than 4 months now that I am still being summoned again and again despite the fact that all the questions raised by Inquiry Officer had been answered multiple times , all the record along with documents at my disposal have been already either seized by SIT or has been handed over by myself Voluntarily.
Sir, the conduct of Members of SIT seems questionable and motivated by ulterior designs for following reasons

• Summons to call me are being used to track my locations and whereabouts with the motive of leaking my confidential information to miscreants ,causing a threat to my personal security. To Justify this Claim, in the starting weeks of this planned inquiry ,I was being called at 10:30AM and Inquiry Officers allowed me to leave only after 6:00PM. I have Security from Ministry of Home Affairs and sensing this design of allowing me to leave inquiry only after it was dark outside, my PSO’s got alert. On one such evening ,PSO’s accompanying warned me of a suspicious vehicle following us as soon as we left Vigilance HQ. Apprising the danger to my Safety, the PSO’s stopped the vehicle and confronted the people siting inside. To my Surprise ,all occupants were staffed at Police HQ and even the vehicle was registered with Police HQ with registration number HP 03 C 7354. What was the need of following my vehicle, on whose direction was i being followed and to whom my locations were being shared ?

• I have submitted a Formal written Complaint with the SIT at Vigilance Office, Shimla highlighting how money was extorted from me on the pretext of OTS in Kangra Central Cooperative Bank and saving my properties along with the names of those involved in this corrupt extortion racket from CM Office To Chairman of Kangra Central Cooperative Bank (as have been named in Complaint to ED). Since January,2025, I have attended the said inquiry more than 30 times ,but not once those named in my formal complaint have been summoned ,why ? Is this a one way inquiry, sole motive of which is to somehow fabricate me in a false case and coerce me into withdrawing my complaint ?
Sir, I have a potential threat to my life, for mycomplaint against the powerful and influential and this act of constantly summoning me ,making me to wait for whole day in waiting room, seems suspicious and part of a bigger conspiracy to track my movement and somehow cause harm to me through miscreants. Supporters of these powerful and influential named in my complaint can take the form of a Mob at public places to harm me. This threat to my life is the only reason which has forced me to relocate myself out of Himachal Pradesh. If anything happens either to me or my family, then those named in my complaint shall be held responsible.

I thus request your good office to please take note of this grave issue and provide me with ample security cover whenever I am summoned to attend the inquiry ,from the time I enter the boundary of Himachal Pradesh and till I leave the state boundary. I have been Summoned to attend inquiry on 20th May, 2025 at Shimla Vigilance Office at 10:30 AM. My fight is scheduled to land at Shimla airport at 7:30 AM on 20th May, 2025.

I Further request your good office to please direct SP ,SV &ACB ,Shimla and members of SIT to act on my formal written complaint submitted with them and involve and Include all those named in my complaint within the ambit of this inquiry.
