शिमला/शैल। क्या अवैध पार्किंग के लिये गाड़ीयों के चालान काटने से शहरों की ट्रैफिक समस्या हल हो जायेगी? यह सवाल राजधानी के उपनगर खलीनी में पथ परिवहन निगम की स्कूल बस के दुर्घटनाग्रस्त होने तथा उसमें दो छात्राओं और ड्राईवर समेत तीन लोंगो की मौत पर उभरे जनाक्रोश तथा उसकी भेंट चढ़ी दर्जनों गाड़ियों की तोड़फोड़ के बाद उभरा है। गाड़ीयों की तोड़फोड़ इसलिये हुई क्योंकि यह गाड़ियां उसी सड़क पर पार्क थी जिस पर यह बस दुर्घटनाग्रस्त हुई है। इस दुर्घटना के बाद पुलिस ने हजारों गाड़ीयों के चालान काट डाले हैं। बसों की ओवर लोडिंग के चालान काटे जा रहे हैं क्योंकि बंजार में हुए हादसे का एक बड़ा कारण ओवर लोडिंग था और इसमें 46 लोगों की मौत हो गयी थी। इसी तरह 2018 में नूरपुर में एक स्कूल बस दुर्घटनाग्रस्त हुई थी जिसमें तीस बच्चों की मौत हो गयी थी। यह तीनो ऐक्सीडैंट गंभीर हादसे हैं और तीनो के कारण भी अलग-अलग रहे हैं। नूरपुर का मामला तो उच्च न्यायालय तक पहुंच चुका है और अब शिमला के मामले को भी इसी के साथ संलग्न कर दिया गया है। बंजार मामले पर अभी कोई फाईनल जांच रिपोर्ट नही आयी है और न ही यह मामला अभी तक उच्च न्यायालय में पहुंचा है। उच्च न्यायालय में पहुंचे मामलों पर अदालत का क्या फैसला और निर्देश आते हैं तथा उस पर अमल करने में कितना समय लग जायेगा। इसका पता तो आने वाले दिनों में ही लगेगा।
लेकिन इन्ही मामलो के साथ एक और मामला राजधानी शिमला के स्कूलों का 2017 से प्रदेश उच्च न्यायालय में पहुंचा हुआ है। उच्च न्यायालय में एक डा. नितिन व्यास ने जनहित याचिका के माध्यम से राजधानी के स्कूलों के बच्चों को लाने ले जाने के लिये प्रयोग हो रहे नीजि वाहनों और स्कूल बसों के कारण हो रही ट्रैफिक समस्या की ओर ध्यान आकर्षित किया है। उच्च न्यायालय ने इस याचिका पर 14-12-18 को आयुक्त नगर निगम शिमला को पार्टी बनाते हुए शहर की इस समस्या पर रिपोर्ट तलब की थी। आयुक्त नगर निगम को रिपोर्ट में बताना था कि पार्किंग कहां-कहां कैसे बनाई जा सकती है जिससे शहर में ट्रैफिक सुचारू हो सके। इस रिपोर्ट में स्कूलों पर विशेष फोकस किया जाना था। उच्च न्यायालय के निर्देशों पर आयुक्त की अध्यक्षता में एक विशेषज्ञ कमेटी गठित हुई। इस कमेटी ने 18-12-2018 को शहर के चार स्कूलों का निरीक्षण किया। यह स्कूल थे सेंट एडवर्ड, जीसस एण्ड मेरी नवबहार, लोरेटो काॅन्वैन्ट ताराहाॅल और आकलैण्ड हाऊस स्कूल। इन स्कूलों को लेकर दी गयी रिपोर्ट के कुछ मुख्य सुझाव यह है।
INTERIM REPORT TO DECONGEST THE PARKING PROBLEM NEAR SCHOOLS LOCATED ON THE CIRCULAR ROAD

St. Edward's School
1, The capacity of Present existing parking of the School can be increased by demolishing the existing old single storey building housing the reception and using the space thus created for parking.
Jesus and Mary School at Navbahar
2. The School has three gates on the aforesaid link road but since this road is narrow and also because of the idle parking on both sides of the road, the feasibility of plying School buses is not there. Hence widening of this road at some places and strict prohibition of idle parking is required so that the school buses can approach the school and students board and deboard in the campus itself. For this two of the gates of the school and exit gates. Similarly private vehicles can also approach the school and board and deboard in the campus itself . The widening will cost about Rs. 2.00 crore approximately. Since the custodian of this road is HPPWD, the HPWD department may be directed take up the work immediately.
3. The School should have its own mini electric/ travelers buses to avoid dependency on the private taxi operators. This will reduce the number of vehicles ferrying the students.
Loreto Convent Tarahall
1. The circular road adjoining the school boundary needs to be widened hence the boundary wall needs to be shifted inside by about 2 mtr for widening of the road.
Auckland House Girls School Longwod and Chapslee School Longwood
1. A bus lay-bye needs to be created to avoid parking of the buses on the main road. This can be done by shifting the gates of both Auckland House school and Chapslee School so that buses can park in the space between both gates and not on main road. For this the reatining wall of the Chapslee School will need to be shifted.
लेकिन इस रिपोर्ट के साथ ही एक सवाल यह खड़ा हो गया है कि इन्ही सड़को के किनारे स्थित अन्य स्कूलों को लेकर कुछ नही कहा गया है। क्योंकि एडवर्ड के साथ ही इसी रोड़ पर पोर्टमोर स्कूल के बच्चे भी उतरते हैं। फिर बस स्टैण्ड के पास लालपानी और दयानंद स्कूल के बच्चों को भी परेशानी झेलनी पड़ती है। लक्कड़ बाजार के गल्र्ज स्कूल और आगे आकलैण्ड के साथ ही आर के एम वी काॅलिज के बच्चों की भी समस्या है। लेकिन स्कूलों की समस्या सुलझाने से ही पूरे शहर की समस्या नही सुलझ जाती है। क्योंकि शहर की बड़ी समस्या तो प्राईवेट गाड़ियों की पार्किंग की है। इसके लिये हर सड़क के किनारे पार्किंग स्थलों को चिन्हित करने और बनाने के साथ ही सड़क के साथ लगते हर सरकारी और प्राईवेट भवन को उसमें पार्किंग स्थल बनाने की बाध्यता जब तक नही लगायी जायेगी तब तक इस समस्या का हल निकलना संभव नही होगा। यह व्यवस्था पूरे प्रदेश में लागू करनी पड़ेगी क्योंकि हर शहर में यह समस्या खड़ी होती जा रही है।
